FSASH 4th CONGRESS HELD IN TIRANA,

    Mr. XHAFER DOBRUSHI was re elected Chairman of FSASH

The 4th Congress of Trade Union Federation of Education and Science of Albania, FSASH, was held in Tirana, on 6 November 2009. 78 delegates from 32 districts of the country, as well as invited teachers and FSASH activists, took part in the Congress.

The Deputy Minister of Education, Mr. Halit Shamata, the Director of Labour Relations Directorate in the Ministry of Labour and Social Affairs, Mr. Bujar Cani, the Chairman of the Confederation of the Trade Unions of Albania, KSSH, Mr. Kole Nikolli, the President of the Independent Trade Union of Albanian Education, Mr. Bajram Kruja, took also part in the Congress.

The opening speech was held by the General Secretary of FSASH, Mr. Stavri Liko, who wished welcome to the delegates and invited persons and proposed the working commissions of the Congress, which were approved unanimously.

Following, the Chairman of FSASH, Mr. Xhafer Dobrushi, on behalf of the Leading Council of FSASH, held the report on “FSASH activity for the period November 2004-November 2009, and the main directions of FSASH tasks for the next period ".

Deputy Minister of Education Mr. Halit Shamata, greeted the Congress, on behalf of the Ministry of Education, appreciating the role and contribution of FSASH in protecting the social and economical interests of FSASHG members and teachers in general, as well the collaborative relations of cooperation and partnership between the Ministry and education trade unions, as well as their contribution in the implementation of reforms in education system and in  child labour prevention and elimination.

Following, the Congress was greeted by the Director of Labor Relations Directorate in the Ministry of Labour and Social Affairs, Mr. Bujar Cani, who appreciated the role of FSASH for the real partnership and for the contribution given in the National Council of Labour and in the improvement of labour standards.

The Congress was also greeted by the Chairman of the KSSH, Mr. Kole Nikolli, who after appreciation for the role and the contribution of the FSASH in the frame of the Confederation, considering it as the main pillar of KSSH, made an appeal for the acceptance of the draft of the new Statute of KSSH, which was opposed by the Leading Council of the FSASH, because of unjustified changes proposals.

Mr. Defrim Spahiu, Vice President of SPASH, in his greetings to the Congress, pointed out the importance of the cooperation between both education trade unions in Albania, as the main key of the results achieved, especially through the joint collective agreement and other joint actions for the protection of teachers and other employees of education sector.

The report on the FSASH economic and financial situation was held by the General Secretary of the FSASH, Mr. Stavri Liko.
Wide discussions and constructive debates were made about both reports. With a massive participation of delegates from the majority of districts there were discussed issues treated in the respective reports, as well as amendments in the Statute, which were approved unanimously.

The Congress adopted the Resolution, which determines the main directions of FSASH work for the future and a Decision about the KSSH Congress approving unanimously the proposal of the Leading Council for non participation in the forthcoming KSSH Congress, because of the violation of statutory rules by the Chairman of KSSH.  

Democratically were held the secret voting elections and Mr. Xhafer Dobrushi, unanimously, was re-elected Chairman of FSASH for another mandate.
